HAUSA IS BEEN USED TO TEACH ENGLISH LANGUAGE IN THE NORTH

Dr Joe Abah tweeted a piece of information stating that only 50% of primary 4 students in the North East can read single words of 3 or 4 letters. Someone replied saying it is not a surprise because they use Hausa to teach English language in the north. How true is this?
